I believe the terrain maps (the ones that appear on the battle map victory locations), are in the terrain file. What tool should I use to toggle these flags so the nationalities are switched?

If you mean the VL flags in the Terrain file you need the SprPack tool.I dont know if it is avaliable under CC3 tools on this page...it works for CC3,CC4 and CC5.Maybe even for CC2.If you dont find it here it is avaliable at the CSO page and from JimmyD;s toolshed...found it on this page under CC1 to CC5 mod tools.It is called SprTool....
