Even though this article was from late Dec 2017. There is an effort by Euro Countries mainly to push through a law that could make countries responsible for invasions, preemptive strikes and bombings. Also this law could also be retrospective and include war crimes and crimes against humanity. I will only believe it when I see it though. This could also include the Private Security firms - Academii ( fmr Blackwater ).
