Minsk is very large city, likely inhabited by the upper classes of Belarus.  According to GDP per capita published by International Monetary Fund and World Bank, Belarus is ranked 4th poorest country in Europe.  Ukraine is the most poor, followed by Moldova and Albania.  This sounds credible to me.  My source is retired General McCafferty whom appears on MSNBC often.

And yes Russia should cease and desist missile strikes on schools and civilian targets like apartment buildings.  It is considered a war crime to intentionally target civilians as reprisals.  Also very wasteful and bad use of expensive munitions.  All it does is make Ukrainian people more determined to fight and resist the Russian invaders.  For the first time at least Russia admitted to intentionally targeting civilian targets for retaliation of the Crimean bridge bombing, which is a military target build after Putin illegally invaded.  Maybe Russia wants to continue to waste  $ trying to terrorize civilians instead of using munitions to try to win the war.

You can not save someone who agreed to the role of the victim. The union of Russia and Europe (Germany) is a serious threat to the Anglo-Saxons. But I liked your way of thinking. Also, everybody kindly forget, that everything, what was shoot into sky, falls later to earth. In Vinnitsa major hit to civilians was from Ukrainian S300 AA missile, and ukrainian military, instead of helping wounded, was busy clearing the square from missile fragments, to avoid blame.

Yet another Russian attack on Apartment complex, SU-34 fighter-bomber killed 4 civilians.  Engine allegedly caught on fire shortly after take-off.   This time looks like legitimate accident, actually the 10th non-combat Russian aircraft to crash that has been documented.
