after reading this handbook, i noticed on the bottom of the page the info on observation posts, are these only available in the mods? or they are actually there in the regular version of the game?

I never saw them on any other (but I didn't play every mod), and they are not in the original game.
The "handbook" you are talking about is for GJS 4.3. Since quite some time GJS 4.4 was released (so nobody play 4.3 anymore). Most things of GJS 4.3 are the same in GJS 4.4, but not everything. And you won't find those "observation points" anymore in GJS 4.4 !
