Originally made for CC4 and CC5, CCReq can edit your Campaign settings. You have to load campaign settings through the file menu. You cannot create single battle operations. The GC settings AFAIK is the only function that works with WaR.
The GC can be at any stage, beginning, middle or end to make these changes.
