Well, 'Doolittle Raid' or Soviet airstrikes on Berlin in 1941 was not so different - little accuracy and questionable military value, but great boost to own morale and hurt for the enemy such.

Yes it was a Pyrrhic victory the Doolittle raid.  Almost suicide mission all planes lost by design to show USA could strike back.  Not familiar with the Berlin raid by Soviet Air Force in '41.

The German rockets seemed to be more for their leadership's own morale.  Similar to the way the Germans messed up the Battle of Britain switching to civilian targets instead of finishing off the RAF, the V2's were used for the wrong purposes.

The Soviet Union started a bombing campaign on Berlin on 8 August 1941 that extended into early September. Medium Navy bombers, accompanied from 12 August by Army bombers, conducted ten raids from Saaremaa island to Berlin with 3–12 aircraft in each raid, fifty in total reaching Berlin. Heavy Army bombers, operating from near Leningrad, executed one raid to Berlin on 11 August, with only few machines reaching the target. In total in 1941, Soviet aircraft dropped 36,000 kilograms (79,000 pounds) of bombs on Berlin. Combat and operational losses for the Soviets tallied 17 aircraft destroyed and 70 crewmen killed.

Sad that the next series of raids from China was of same kind...seven B-29 flights from India to transfer fuel for one B-29 for main job, self-fire-prone engines, bad navigation - all resulted in big losses and low outcome.
