What advantage do heavy infantry have over scouts in Close Combat?

Heavy infantry will have more men and heavy weapons, and some times MG guns.
More grenades. Some times TNT charges.

Scouts normally don't have long ranged rilfles. Giving them a huge disadvantage in long range shoot outs.

Apart from those points I'm also of the idea that scout teams should not have a leader, as they're supposed to be soldiers taken from within a squad, thus making them very fragile for prolonged fights, they should be used to flush out hidden enemy squads and to find paths of advance for the main force. Can also be used to ambush and then retreat as soon as they can since even light fire can make them panic when far from a command radius.

Heavy infantry in CC usually can stand on their own for a pretty while, even against tanks provided they have the tools. One thing that I would like to do is to be able to spread men over contiguous buildings so as to not lose them all on one explosion.
