The fort is facing inland which seems wierd. I guess theres no harbour close by. I suppose thats a very steep embankment going from the fort to the waters edge.
We have these same type of forts in Canada. Made by the English.

It's Quebec City, the Citadel built by the british during the 19th century to face a possible US invasion. You can see the «Plaines d'Abraham» on the left, , where Montcalm and Wolfe fought for the city in 1759.

For once I actually had this one figured out having stayed at Hotel in middle of photo near the plains. Walked all the grounds. At lower left of photo on the plains was a small redought you could walk thorough.
The Citidel is imposing.
