However I have it solved I think. The photo was very zoomed in which left few clues. The biggest clues are Pete is Dutch, and there are canals in the photo. Neither helped me. A friend at work gave me a clue, which will remain secret!
This was Holland's Peel-Raam defence line in 1940. Along the canal there are asparagus obstacles and bunkers. This particular photo is in around the Kasteel Aldendriel area.

The straight line in the center of the image actually used to be a railway track along which a German armored train broke through and which unloaded a battalion of infantry in the rear of the defenses. Upon it's return the train was derailed on the spot where the track crosses the canal and a battle ensued with the train crew and the infantry battalion. Later on Dutch reinforcements joined in the fighting.
The canal was specifically constructed as a defensive canal with casemates of various types strung along with intervals of several hundreds of meters as well as a trenchline.
