I just finished reading John Keegan's "The American Civil War", and in my opinion he makes a good point about the casualties of that clash of arms. He argues that the Union had no vital political and economical targets to strike at in the Confederacy (save their cotton export to Europe and they already made it difficult by imposing a naval blockade), while that type of targets, although plenty in the Union, were either too far away from the Army of N.V. jump-off positions (i.e. Baltimore, Philadelphia) or too a hard nut to crack (i.e. Washington). Therefore the main targets of both sides were humans, more precisely soldiers. That is why the Civil War battles were so frequent (scholars computed some 10.000 of them, or 7 per day!) - The only really feasible and/or available targets were enemy combatants.
