You need to run the game as a local administrator since the installer does not set read permissions to the registry keys the game uses on startup. Right click the icon to the game and choose "run as..". Then select "administrator" or another account with local admin rights.

This should enable you to run the game.

An alternative solution would be to logon as an administrator and run "regedit" find the folder that contains the CC keys ( Cannot remember right now, but you can search for "wacht am rhein")  and right click. Select permissions. and give "everyone" or "users" full or read permissions.
