Try this:
-Enter "Play a Game" on the main menu
-Then press "Main" or "Back". It will take you back to main menu.
-Now try to click on "Create a Scenario" and see if you can create your scenario.
Note: if you have windows 7 or XP ServicePack 3, try to run CC3 on compatibility mode and select Windows 98 or 95. I don't have compatibility set on right now and is running perfectly but in the past it did gave me trouble and that setting helped me to run it correctly.
