yo, you can only enable the panthers in 21st panzer divisons battlegroups if you set the level of your force experience to the lowest two levels in the game setup menu. as these tanks are heavier and armed with a a better version of the KwK 75mm, makes it easier for your poorly trained force to achieve victory. took me a while to fgure this one out when i first started playing these games back in the day as i preffered my force to be better trained as veterens or elite.
