Try to right click on your CC shortcut, then choice properties, after that choice compability and select run this program with window 98 and apply, run your CC it may run now

Its more likely that the XP firewall is causing the problems, open it and set the cc3 and cc4 exe files on allowed and it will be fine probably. If that fails try to disable the xp firewall and check if you can play without it . If that works you'll know for sure that the XP firewall is causing the problem
