I thinks so for names it should be in the RUteams or the GEteams, not sure which one has the Allied and Which one the Axis teams. For voices, you could do what they did for RSR, since you could make the Germans speak english or german, simply edit the English voice file and put in Italian voices.
So then when you are playing as the Axis with Itialian troops you can in the options set the them to speak english. Only problem is that you won't be able to have mixed battle groups, in others words if you have both a german and a italian tank, both crews will have to speak german or italian.
