i think that the problem lies in the fact, that Rangers' troop rooster is opened for Panamians (so if AI allocates this Ranger Half -Team it has at hand, than this error occures) in at least one battle (I found it at this roadblock map with marshes). Anyway, I suppouse it's going to be my favourite mod.
As far as I remember, I downloaded the mod from moddb; readme shows version nr 1.1.
I do not recall whether I played it as an Operation, rather as a Campaign. But I'm positive, that I was able to buy some unit named USMC Half - Team, or something similar, not from the Panamians force rooster.
Nembo... I have played the Panama Viejo Operation (which uses the Road Block map) as both the Americans and the Panamanians, and both of the first battles of the ops ran all the way to completion. By the way, playing as the Panamanians, in the force selection screen only Panamanian Army forces are available (as it should be).
I am also using v1.1. It is a terrific mod for CC2.

I dl the file to microsoft games file like you suggested... then nothing happened when I tried to play game... it said it couldn't find it... then
I had to re-install CC2 to be able to play at all. I'm telling you though,
for some reason I can't get this stuff straight while I'm doing it (meaning
I am computer illiterate ).
2) You should have a file called "CC2_OpJustCause.zip' on your computer if you used the above link form CCS. If you download it from Mod Data Base, the name will be different but everything else is the same.
3) Unzip the folder.
4) You should now have a folder named "CC2_OpJustCause" on you computer.
5) Open the folder named "CC2_OpJustCause". You should see the following files and folders.
-data
-games
-graphics
-sounds
-temp
-cc.hlp
-cc2.exe
-cc2hlp.dll
-cc2rsrc.dll
-readme.txt
-setupenu.dll
6) If you see all these files your good. Now insert your CC2 CD into your CD Drive, and double click the cc2.exe file inside of the CC2_OpJustCause folder.

*Only thing I did wrong was downloading the file to desktop, after
it did that I had like 11 new icons on there . But later I made
a new desktop file and put all the new ones into it, seems to still
