Has anyone figured out what the cohesion bar actually does?  I assume draining it is bad, but how is that different from fatigue? I've noticed that cohesion goes down quickly in combat.  Is it just a measure of HQ units destroyed?  Is there a penalty for running out?

Yes draining it is bad and when your bar drops fast you need to play very conservatively. It is not a measure of HQ units destroyed, its a measure of all units destroyed.

With morale on the penalty can be disbandment. For example, if your bar goes very low and you only have a few teams left, the deaths of only a couple of the men in those team can result in you being disbanded.

With morale off, its more like a strength bar. The higher your bar is compared to your opponents bar means you are stronger. You can attack a map and only occupy the entry VL and have a higher bar than your opponent.
