Please read the CC2 league rules at the link above. They will tell you everything you need to know about the procedure of starting and playing a ladder (rated) game with another member of the TH CC2 league. Practically everyone who plays at BHQ/Powerlobbies in the CC2 lobby is in the TH league - a great bunch of sportsmen. Anyone there will be happy to help you. Introduce yourself as a new TH member. Our members are very friendly and helpful.
There is a great group of newer players who continue to join us. Glad to count you among their number, be sure to introduce yourself to everyone as a new T-House player. If you are a vet returning after a long absence, welcome back! If you had an account at TH, I can send you your password and you can continuing using the original account - which we would prefer you do!
People now play CC2 online at a place called BHQ/Powerlobbies. (BattleHQ)
You will need to create your BHQ/Powerlobbies account (username/password) here: http://www.wargamer.com/battlehq/signup.asp
Or use the Creat Account button once you have downloaded the client.
Make your username the same as your T-House username.
Download the BHQ/Powerlobbies 'client' by clicking this link:

This should get you running at BHQ/Powerlobbies. You'll need to make sure you have a FULL INSTALL of CC2 (not a partial install) and have the online-play 2.0b patch loaded. You can obtain 2.0b here, along with today's standard fix patch (3.2) that is installed right on top of 2.0b.

Get 3.2 (or latest version - there may be a 3.3, etc in due time) here:
