Considering the speed of the vehicles it actually may be useful like that. Also if you have troops running long distances they tend to get spread out so it could help there also.

I don't know. I think that spread pattern somehow changes with changing Blast Radius. It became more like a line with low blast radius and more like a circle with a higher one. With highest BR you get shells landing on edges of a circle that is about 250m wide.
