Maybe they picked up the 81mm itself as a "secondary weapon" while they still carry their own mortar set as "crewed weapon" and they are forced to use it as such? What if you set the mortars in the "soldiers" file as "primary weapon" and then let them scavenge?  I know from playing that mg-teams who run out of ammo sets up their useless machinegun after redeploying, even if the gunner has a secondary weapon, while mg-gunners in squads who has the mg set as "primary weapon" can scavenge other weapons.

By crewed do you mean mg-42? Saw this today

It could be a crewed weapon, but not necessarily. In many mods the light mgs are coded as personal weapons, that's why you can see the squad leader carrying an MG42. I can't be sure without checking the soldiers.txt file, but it looks like a personal weapon because his team role says "Soldier" instead of "gunner" as crewed weapons often do.

I totally agree vets scavenge way more than dumb green horns. I think I had one US guy today trying to replenish his grenades he used on enemy with the stick type. Yes the scavenged mg-42 in previous post is probably mg-42 light and non tripod.
