Well, we have to stick with war crimes here I think. If we do that, then the Allies are certainly worse considering the Russian treatment of German POWs and citizenry when they invaded Germany. The Western allies were not immune from sometimes executing POWs, as someone else already pointed out. Russia's purges and other treatment of its own citizens resulted in more deaths, I believe, than the Nazi genocides, although some of that occurred outside the war. What was not outside the war was the capricious execution of their own troops by the Russian commissars and commanders - definitely war crimes there.
On the other hand if we include the Japanese, then the Axis might come out on top. I did not count the Japanese when I voted, because I looked at this from a Close Combat perspective (CC1...CC5 specifically). As such the atrocious treatment of the Chinese citizens and the Allied POWs by the Japanese was not counted.
Either way, probably a close call. It is also not a very well-defined poll.
