When you download the plugin, are you unzipping it to the /plugins folder?
Yes.
I have successfully installed/uninstalled a number of other mods: Ardennes Offensive, Ardennes VetBob, and Bloody Omaha for example, so I don't think that this is a problem with method, unless there is something unusual about installing this particular mod. But, it didn't seem unusual based upon the directions linked above.
To be specific, I have the GJSv44.pln file in the plugins directory for my config. utility.
Ok, remove the pln file as well as the \Config Manager\System\Packages\GJSv44. Now unzip the file again in the /Plugins folder and attempt to install again.

That was very odd. I followed your instructions. First time I ran the Config Manager, it crashed before it could finish loading. Second time, it worked just fine and let me install.
Thanks for your help. What exactly was the config manager doing up till now (I don't quite see why this fixed it, I guess - I am not too familiar with the CM, though, although I am pretty familiar with the mod enabler for Panzer Elite, which seems to work similarly).
Glad it worked. Sometimes Config manager will crash while unzipping a plugin for the 1st time, usually only happens on the larger plugins tho, no GJS.
Config manager crashes from time to time with me.
Yesterday i had 2 plugins (stalingrad 1.2 and GJS 44) in the plugin folder. I uninstalled Stalingrad, and installed GJS... while GJS was installing, I opened Winamp (music program) and config manager gave an error.
When i went to the config manager screen, i saw stalingrad mod was again installed and GJS uninstalled
And I was not able to uninstall Stalingrad.
When I opened CC5 game, it just runned the GJS mod...
When i have such a problem (I had many others), then i just uninstall everything of CC5, and install it again... and it works.
